Money not meetings

As many of you in Sacramento and California have already seen at Capitol Watch, California has still not released $71 million in education technology funding they received through stimulus money from the federal government LAST YEAR!

The legislature has finally authorized, and the CA Dept of Ed has started the process of getting out, half of that money which will be distributed based (which is called “formula money”) on Title One levels at each district.

The half that is still in budget limbo has to be spent on a competitive grant program. The CDE has already sent out an RFP for this program, had districts (like SCUSD) submit grant proposals, and the CDE graded them. When they went to the Legislature to get budget authority to send out the funds, they were denied. The Legislature would like to start a WHOLE new grant program based on longitudinal data systems. There is NO way that money will be spent within the ARRA deadlines if they do this.

The matter is now with the Budget Conferees, and given our current budget situation, will sit there until other more weighty matters are settled.

WHAT CAN YOU DO! If you are a teacher, parent, or otherwise living in SCUSD, Elk Grove USD, or San Juan USD please contact State Senator Darrell Steinberg‘s office at (916) 651-4006 and ask them to remove these funds from the regular budget process, and authorize the CDE to disburse them based on the grant RFP program that was put out last summer and is already in place. All of the districts I named have already applied for grants under that process, and we don’t want to do it again.

Still $8 million and holding?

The SCUSD Board of Directors will elect officers at tomorrow night’s board meeting. Superintendent Raymond is scheduled to report on his 100 days findings and recommendations. Action items include bond money reallocation with regard to the $8 million set aside for the unresolved issue of the consent decree high school and also presumably for modernization of The Met, financial reports by acting CFO Patricia Hagemeyer, and approval for a memorandum of understanding for Race to the Top funds.

The board meeting will stream live beginning at 6:30 p.m.

Breaking…SCUSD to get federal stimulus money

Sacramento-area school districts will receive close to $63 million in federal stimulus for special education and programs for low-income schools, Congresswoman Doris Matsui’s office announced today.

Title 1 and IDEA programs – which both already receive federal funding – will receive an $62,994,945 in the Sacramento region. The money should arrive very soon, Matsui’s office said. Title 1 programs will receive $30,184,945; IDEA programs will receive $32,810,000.

The American Recovery and Reinvestment Act of 2009, will provide additional waves of funding for schools; the second installment will be released to school districts in the fall. In addition to the Title I and IDEA investments, the economic recovery plan has also created a state stabilization fund to help stabilize state and local budgets and restore cuts to education.

A breakdown for Sacramento-area school districts announced today:

Sacramento City Unified School District – $27,069,844

• Title 1 – $14,874,844

• IDEA – $12,195,000
